Lynch. “As we continue to counter a range of domestic and global terror threats, this innovative platform will enable cities to learn from one another, to develop best practices and to build social cohesion and community resilience here at home and around the world.”
The Strong Cities Network (SCN) – which launches September 29th at the United Nations – will empower municipal bodies to fill this gap while working with civil society and safeguarding the rights of local citizens and communities.

Tommy Linstroth is founder and principal of the consulting firm Trident Sustainable Group. Ryan Bell is sustainability project manager for the County of Alameda, California.
In spite of the barriers [such as funding and making a global issue local], local governments can be ideal places to address global warming for three related reasons. First, local governments adopt their own distinctive policies, appropriate for unique local circumstances. Local governments control many of the factors related to greenhouse gas emissions, such as energy codes, land-use decisions, residential and commercial regulations, transit options, and solid waste disposal. Second, local authorities can encourage action by others in response to climate change, by lobbying the national government and by demonstrating the best-practices costs and benefits of controlling greenhouse gas emissions. Finally, municipalities have considerable experience addressing local environmental impacts within the fields of energy and waste management, transportation, and planning and development.

Additionally, actions taken locally are a form of bottom-up environmental protection and resource conservation, and can act as microcosms for potential national policies.

Another 702 program, called PRISM, explicitly collects communications of “targeted individuals” from providers such as Facebook, Yahoo and Skype.When Max Schrems, an Austrian law student, learned about Snowden’s revelations, he argued that Facebook was ignoring stronger European privacy laws when it sent his data from its European headquarters in Ireland back to the United States, where it was being intercepted by the NSA. Schrems wrote that the lawsuit he launched against Facebook was about “transparency” and “user control” because he could not determine what was being done with his data—which goes against the European Union Charter of Fundamental Rights.On September 23, the Court of Justice’s top legal adviser, Yves Bot, concluded that the safe harbor agreement was invalid because of U.S. surveillance. “It is apparent from the findings of the High Court of Ireland and of the Commission itself that the law and practice of the United States allow the large-scale collection of the personal data of citizens of the EU which is transferred, without those citizens benefiting from effective judicial protection,” Bot wrote. “Interference with fundamental rights is contrary to the principle of proportionality, in particular because the surveillance carried out by the United States intelligence services is mass, indiscriminate surveillance.”

A breakthrough has since been achieved, however, in the very difficult nuclear negotiations with Iran, in which both the US and Russia co-operated with other leading powers to overcome the obstacles. One might have thought, therefore, that the next phase in coping with the Syrian problem might involve a renewed effort to resolve it, this time with the help of such important signatories as China and Russia.
Instead, Moscow has chosen to intervene militarily, but without political or tactical co-operation with the US—the principal foreign power engaged in unseat Mr Assad. In doing so it launched air attacks at Syrian elements that are sponsored, trained and equipped by the Americans, inflicting damage and causing casualties.
In these rapidly unfolding circumstances the US has only one real option if it is to protect its wider stakes in the region: to convey to Moscow the demand that it cease and desist from military actions that directly affect direct, if not very effective, efforts to American assets. Russia has every right to support Mr Assad, if it so wishes—but any repetition of what has just transpired will prompt US retaliation.
The Russian naval and air presences in Syria are vulnerable, isolated geographically from their homeland. They could be “disarmed” if they persist in provoking the US. China would doubtless prefer to stay on the sidelines. It might calculate that it will then be in a better position to pick up the pieces. But the regional chaos could easily spread northeastward, eventually engulfing central and northeastern Asia. Both Russia and then China could be adversely affected. But American interests and America’s friends—not to mention regional stability— would also suffer. It is time, therefore, for strategic boldness.

With U.S. leaders up in arms over the targeting of their “CIA-backed moderate rebels,” everyone is stunned at Putin’s reported 40% destruction of ISIS’ entire infrastructure in Syria in one simple week.
No, there had to be a reason to blame Putin, and reclaim the narrative.
Now, just in time, figures from the Pentagon, including Secretary of Defense Ashton Carter, and former U.S. Army vice chief of staff General Jack Keane, have raised the level of rhetoric about the activities of Russia in bombing Syria.
A rationale for opposing Russia’s bombing of ISIS has been manufactured, and is now escalating – with a chorus of criticism citing the reported errors of Putin’s “unprofessional” campaign, as Secretary Carter termed it.
General Keane went much further, dramatically testifying in Congress that ‘Putin has launched a proxy war’ and should be engaged as an enemy:
General Keane is, by the way, the chairman of the Institute for the Study of War, and a lobbyist for war who sits on the board of directors for General Dynamics, and extensive ties to neocon foreign policy wonks such as Frederick Kagan, a member of the notorious Project for a New American Century (PNAC) think tank which shaped the imperial strategies of the George W. Bush Administration.

Al Nusra is Al Qaeda, and closely affiliated with ISIS. And remember, there have NEVER been any “moderate Syrian rebels” … only Islamic Sunni jihadis.

Figueres is optimistic that a new international treaty, the so-called “Lima draft”—which she hopes will be adopted at climate change conference in Paris at the end of the year—will be yet another step to the “transformation” of the world’s economic model. The new treaty, she pointed out, was one of four parts of the process of economic reordering. UNRIC reports:
In addition to the treaty, there are the current Climate Change actions from now and until 2020, the financing packages and the so-called Intended National Determined Contributions (INDCs). These are the actions that countries intend to take under a global agreement from 2020 and have to be publicly outlined before the start of the conference. It is expected that all major economies will deliver their plans in time: the US, China, and the European Union have already shown their cards.
“We need to get to the maximum level of ambition of collective INDCs because what we are going to have to do all of the time is to close the gap between what science tells us where we have to be and where we actually are….” said Figueres.

INTRODUCTION Twenty-five years of environmental policy in the Netherlands have had their effects. The fourth Environmental Survey demonstrates that the Netherlands has succeeded in reducing its environmental burden while enjoying economic growth. The emissions of the greenhouse gas carbon dioxide form an exception to this, however. Other objectives also still remain to be met, and where we are getting close, success may be jeopardised by economic growth unless additional measures are taken. Environmental policy will therefore continue to be necessary, whence this third NEPP, which sets forth the broad policy to be pursued for the period 1999 to 2002 inclusive, taking as its horizon the year 2010.1. THE STRATEGY 1.1 Why an environmental policy?
The public authorities in the Netherlands are charged with enhancing the well-being and living standards of all its inhabitants both now and in the future. The protection and enhancement of the living environment is an important aspect of this duty, and is enshrined in Article 21 of the Constitution. In seeking sustainable development – the main objective of environmental policy – it becomes apparent that concern for the environment is part of a wider concern aimed at well-being and living standards. The term “sustainable development” was coined by the UN Brundtland Committee to describe a development which satisfies the needs of the present without compromising the ability of future generations to meet their own needs.

Sustainable development requires not only that the environment is clean and free of pollution and nuisance, but also that good-quality natural resources are available for all, both now and in the future. It is vital that the distribution of and access to natural resources are fair, not only within the Netherlands but also globally. The government sees energy, biodiversity and physical space as the critical resources for present and future human needs. At the global level, water and food resources also need urgent consideration.
In the global perspective, it is imperative that the resources needed to satisfy human needs are carefully husbanded. A sustainable development can only be achieved in the Netherlands in an international context, recognising that the Netherlands forms part of a larger whole in social, economic and ecological terms.
The Netherlands does not stand alone in its quest for a sustainable development. The international community has espoused the objective of sustainable development in various agreements, including Agenda 21 and the Convention on Biological Diversity. The results achieved at the climate conference at Kyoto also illustrate the international importance attached to the environment.

“One of the most important things an international court could do – in my view it is probably the single most important thing it could do – is to settle the scientific dispute,” Sands said, on the eve of a three-day conference on climate change and international law in London.
“A finding of fact on one or more of these matters [such as whether climate change is man-made], or indeed on other pertinent matters, would be significant and authoritative and could well be dispositive on a range of future actions, including negotiations.” Scientifically-settled questions such as whether climate change is even happening are still being challenged by “scientifically qualified, knowledgeable and influential persons”, he said.

We might think that a semi-secret, international conference of top judges, held in the highest courtroom in Britain, to propose that it should be made illegal for anyone to question the scientific evidence for man-made global warming, was odd enough to be worthy of front-page coverage.
Last week I mentioned that the Prince of Wales had sent a message to this conference calling for the UN’s forthcoming climate meeting in Paris to agree on “a Magna Carta for the Earth”. But only a series of startling posts by a sharp-eyed Canadian blogger, Donna Laframboise (on Nofrakkingconsensus), have alerted us to what a bizarre event this judicial gathering turned out to be (the organisers even refused to give her the names of those who attended). The purpose of this strange get-together was outlined in a keynote speech (visible on YouTube) by Philippe Sands, a QC from Cherie Blair’s Matrix Chambers and professor of law at University College, London. Since it is now unlikely that the world will agree in Paris to a legally binding treaty to limit the rise in global temperatures to no more than 2 degrees C from pre-industrial levels, his theme was that it is now time for the courts to step in, to enforce this as worldwide law.
The fact that it could be seriously proposed in the highest courtroom in the land that the law should now be used to suppress any further debate on what has become one of the most contentious issues in the history of science (greeted with applause from the distinguished legal audience) speaks volumes about the curious psychological state to which the great global warming scare has reduced so many of the prominent figures who today exercise power and influence over the life of our Western societies.
For perspective, we need only think of the likely responses to all this claptrap by China and India (which has just announced that it intends to triple its CO2 emissions by 2030). Not only have they already kicked into touch any chance of a “binding climate treaty” in December. At the thought of these self-important lawyers trying to force them to comply by international law, they will merely respond with inscrutable smiles, as they continue to rely on fossil fuels to power what will soon be the two largest economies in the world.
