SALEM – A Portland-area Democrat (fast-tracked) legislation to shield the identity of the officer who killed Oregon standoff spokesman Robert "LaVoy" Finicum.

The bill won unanimous approval in the nine-member House Judiciary Committee.

The public has a very strong interest in the right to know the identity of officers who've been engaged in deadly force," said Kimberly McCullough, the legislative director for the American Civil Liberties Union of Oregon.

"Any allowance to withhold office names needs to be very carefully and narrowly crafted to avoid abuse."

Finicum, 54, was killed along a wooded stretch of U.S. Highway 395 about 20 miles north of Burns, moments after jumping out of his Dodge Ram pickup.

He was on the way to a community meeting in John Day, 25 days after the group seized control of the Malheur National Wildlife Refuge headquarters.

A proposal by Rep. Jeff Barker, D-Aloha, would let courts bar the disclosure of the name of an officer who uses deadly force for 90 days. To do so, a judge would have to agree there’s an imminent and specific threat to the officer’s life.
